He spoke to an audience of college chief executive officers and the leaders of faculty, staff, administrator, student and trustee organizations about meeting California's higher education needs and combating the "cycle of retrenchment", which is the oft-repeated scenario of colleges being forced to reduce access and compromise quality in times of economic hardship.
